Project Background

Sichuan Bank was established on November 7, 2020, through the merger of Panzhihua City Commercial Bank and Liangshan Prefecture Commercial Bank, together with 28 new investors. It is the first provincial-level urban commercial bank in Sichuan Province, with registered capital of 30 billion yuan, ranking first among city commercial banks in China.

In line with the risk-based anti-money laundering (AML) regulatory requirements, the AML monitoring and analysis system follows a data processing framework that covers all business lines, improves data quality, and optimizes data distribution. It establishes a unified bank-wide internal mechanism and workflow for AML regulatory reporting, meeting AML management needs for both current and future businesses. The system effectively uses monitoring models to quantify suspicious activities and trigger alerts. It provides multiple analytical approaches and tools, and automates the entire process of AML case/report generation, validation, review, submission, and feedback. Through this project, Sichuan Bank has achieved intelligent risk identification and standardized workflows, enabling full sharing of risk information and data, strengthening information application, and improving the quality and efficiency of money laundering risk management.

The AML monitoring and analysis system covers modules such as customer due diligence, customer risk rating, product risk management, institutional risk management, large transaction monitoring, suspicious transaction monitoring, report management, name screening, unified customer view, message management, and fundamental applications. It automates risk monitoring and comprehensively addresses money laundering risk management requirements for customers, products, and institutions.

Solution

The next-generation AML system for Sichuan Bank is a key project under the bank's second phase of IT application innovation (Xinchuang). The system operates in both OLAP and OLTP scenarios, performing daily large transaction reviews, risk ratings, and suspicious case analysis, and reporting results to the People's Bank of China (PBOC). It went live in March 2023. The new system runs on a fully domestic hardware and software platform, utilizing Huawei Kunpeng servers, the Kylin operating system, and GBase 8s Enterprise Edition as the database. Based on the hardware environment, GBase 8s HAC (High Availability Cluster) data clustering solution was adopted. The system delivers a seamless user experience, with load balancing and read-write separation that boost concurrent data access while ensuring high data availability.
