E-Government System Independently Developed Transformation Project of the CPC Henan Provincial Committee

Project Overview

Project Background

The second-phase upgrade of the internal government e-services network for the Henan Provincial Committee of the Communist Party of China requires the migration of 15 existing business applications—including the comprehensive information processing system, supervisory special network, duty special network, regulations platform, meeting notification, cultural-ethical advancement, Party conduct and integrity building, official documents, fixed assets management, collaborative office, leadership instructions, reporting, and portal—from DB2, Oracle, and MySQL to a domestic database solution.

Key Considerations

Gradually migrate existing DB2, Oracle, and MySQL databases to GBase 8s

The project focuses on seamlessly migrating DB2 databases to GBase 8s from General Data Technology, while providing parallel running schemes for old and new databases, high-availability options, and a database cloudification strategy.

Requirements

In the first phase, three business applications currently on DB2 will be migrated.

Solutions

The main focus is on the core functions of the Henan Provincial Party Committee's e-government system, developing a migration plan to replace the existing DB2 database with GBase 8s. The key components of the migration plan include:

  • Migrating the database structure, primarily involving the migration of database objects;

  • Migrating data into the target database.

  • Application migration consists of two parts: SQL migration and function migration:

SQL migration: SQL statements incompatible between GBase 8s and DB2 need to be migrated;

Function migration: Functions to be migrated include numeric functions, string functions, date functions, special functions, etc.

  • Integration testing and system tuning of core functionalities.

Application Results and Value

Comprehensive Functional Verification of the Chinese-Developed Database: Prior to the official launch, exhaustive functional testing was conducted on the business system with the largest data migration volume, the most complex transactions, and the highest representativeness. The tests confirmed that the Chinese-developed database system performed well, with all indicators meeting or exceeding those of the original foreign database. This demonstrates that the Chinese-developed database is fully compatible with the provincial Party committee’s e-government intranet, can replace the original foreign database, and enables the localization of core software within the e-government intranet.
