Project Overview

Project Background

The Jinmin (Golden People’s Livelihood) Project, a major national e-government initiative, addresses the fragmentation and decentralization of civil affairs IT systems. It aims to create a unified, intensive, standardized, and precise nationwide architecture for civil affairs digitalization.

Built on a “platform + applications” model, the project delivers four core capabilities: a unified development framework, unified service management, unified data integration, and unified operations management. Unified data integration consolidates ministry-level, provincial-level, and cross-departmental data resources to form a comprehensive civil affairs information repository.

As Phase II begins, multiple business systems will be rolled out progressively. The marriage registration system is among the first core applications to go live.

Key Requirements

The Ministry of Civil Affairs is building a centralized core business support platform in Beijing, which places the following demands on the underlying database system:

1) High performance: The system handles large volumes of population-related data and requires strong database throughput.

2) High stability: As a foundational IT system supporting many aspects of public social life, uninterrupted business continuity is essential.

3) High availability: Database robustness is critical to ensuring business support and data protection.

Deployment Requirements

The platform hosts over 70 business systems, but server resources are limited. It must support deploying multiple database instances on a single physical server.

Solution

In line with project requirements, this solution leverages GBASE's GBase 8s database in a single-server multi-instance deployment. By utilizing the hardware's NUMA architecture, multiple database instances run on one physical server, each supporting several business systems. Additionally, every two servers form a shared-storage cluster to enable read/write separation (single write node, two read nodes) and high compute availability, with automatic failover in seconds—completely transparent to applications.

Implementation

According to the overall system architecture, GBase 8s databases were deployed in the internet zone and the government extranet zone. In the internet zone, 5 shared-storage clusters were built using 10 servers, hosting a total of 15 databases. In the government extranet zone, 2 shared-storage clusters were built using 6 servers, hosting 7 databases.
