GBase & E-Hualu Joint Solution: A Data-Driven Approach to Urban Governance
Modern urban governance is a complex undertaking. The numerous contradictions and problems in urban development can no longer be effectively addressed with traditional “management” thinking; they must be solved through the concept and mindset of “governance,” leveraging modern technology such as big data, cloud computing, and artificial intelligence to embark on the “smart city” path. Amid the new trends of the digital wave, GBase and E-Hualu jointly launch a solution based on the city operations management platform. Leveraging their data capabilities, they aggregate and integrate citywide data resources, using “unified management via one network” to break down information silos across departments, enabling data to become a new engine for high-quality development.
Solution Introduction
The city operations management platform is the concrete implementation of modern urban governance and one-network unified management. Based on the core needs of urban operations and the prominent issues of grassroots social governance, it follows an implementation path of “top-level design – mechanism formulation – platform build – system integration – smart upgrade.” By applying city-level multi-dimensional data and various intelligent models, it helps city administrators promptly and accurately identify problems, align demands, assess situations, and prevent risks, solving issues at the lowest level with minimum cost at the earliest opportunity. This creates a new urban management practice of efficiently handling events through online-offline collaboration, establishing an intelligent operational system that enables cross-departmental scenario, event, business, and data collaboration, closed-loop processing, and citywide management.
The city operations management platform consists of five layers: infrastructure, perception, support, city operations platform, and scenario applications. Data storage uses the GBase 8s database. Leveraging GBase 8s’s high availability, high performance, and high security, it supports multiple storage engines to meet various business scenarios, making it ideal for massive data and high-concurrency demands. It effectively addresses the challenges of large data volumes, complex structures, long storage and analysis times, and data security risks in urban governance, fostering digital system integration, business collaboration, information sharing, and data reuse. Centered on “efficiently handling each event,” the platform shifts its focus from “observation” to “utilization,” building a governance network with rapid response, comprehensive awareness, intelligent assistance, and efficient collaboration, to create a highly efficient, accurate, and smart digital urban governance platform.

Solution Value
Multi-Device, Multi-Scenario Holistic Presentation
The platform meets the daily needs of different users by providing tailored access terminals: large screen dashboards for leadership, PC clients for business staff, and mobile mini-programs for grassroots workers and the public, delivering a holistic presentation of business loops across multiple devices and scenarios.
Intelligent and Easy-to-Use Event Classification
Based on event descriptions, the system automatically matches the optimal dispatch plan using semantic recognition algorithms and event dispatch logic models, assisting user decisions with technical means and improving event flow efficiency and dispatch accuracy.
Flexible System Management Center
The system supports multi-level permission management, distinguishing user permissions by business roles. By granting module and data permissions to business roles, it ensures data security and enhances system usability.
Convenient Event Flow Engine
The event management platform features event classification, reporting, review, creation, task dispatch, handling, verification, and reminders/oversight, achieving a closed-loop process from discovery to resolution and final verification.
One-Stop Unified Work Portal
Users can access multiple systems with one click from the application center according to their daily business needs, creating a one-stop work processing environment.
E-Hualu
Founded in April 2001, E-Hualu is a listed company (stock code 300212) controlled by China Hualu Group Co., Ltd., a central enterprise directly supervised by the State-owned Assets Supervision and Administration Commission of the State Council (SASAC). As a leader in the big data industry, E-Hualu actively leverages the institutional advantages of a mixed-ownership enterprise and a pilot company under the “Double-Hundred” Initiative. Relying on China Hualu Group’s Blu-ray storage technology, combined with its first-mover advantages in smart transportation and deep technical reserves in data storage, data middle platforms, and artificial intelligence, it focuses on the main business path of data “collection, storage, governance, utilization, and trading,” actively extending the big data industry value chain. With a mission to build a solid national data green and secure storage foundation and promote the aggregation, governance, development, and sharing of data elements, and a vision to implement the national digital economy development strategy and become a main force among innovative data-element enterprises, E-Hualu has committed to regional digital economy infrastructure and smart city construction. It has become a reliable partner for local governments in building digital governments and new-type smart cities while ensuring data security.
