China Insurance Security Fund Co., Ltd. Information System Localization Pilot Project
Project Overview
China Insurance Security Fund Co., Ltd. is a wholly state-owned enterprise established with the approval of the State Council. Under the Measures for the Administration of the Insurance Security Fund, it is responsible for raising, managing, and utilizing the insurance security fund, and undertakes functions including assisting policyholders and handling insurance industry risks. The company's business systems currently rely primarily on MySQL as the relational database, with a small number of ClickHouse and SQL Server instances supporting business operations.
To support the company's information system localization (IT application innovation) initiative, research technical pathways for migrating information systems to domestic server operating systems, and lay the groundwork for subsequent adaptation of other supporting software, the company procured domestic database software for a pilot deployment.
The procurement covered two sets of domestic database software for pilot deployment, achieving functional replacement of existing relational databases including MySQL. Migration and adaptation were to be completed with no or minimal changes to existing code, validating the technical pathway for migrating information systems to domestic server operating systems. The deployment also needed to satisfy requirements for multi-tenant centralized storage with role-based access management, cryptographic algorithm encrypted storage, and backup and recovery, with supporting migration tools and the original vendor's team — establishing a foundation for subsequent large-scale IT application innovation rollout.
Solution
GBase 8s 8.8.5, GBASE's domestic database, hosts the company's business system relational data. Two software instances were deployed for the pilot and replacement migration from MySQL and other databases. The original vendor provided migration tools and an expert team to support the entire adaptation process, while multi-tenant centralized storage and security protection capabilities were established in parallel.
Leveraging MTK, GBASE's independently developed database migration software, the project automated migration of table structures, data, and scripts from MySQL and other databases. The migration followed a "smooth replacement, phased migration, dual-track parallel operation, rollback-capable" strategy, using full migration plus incremental catch-up to ensure zero business disruption. The vendor's expert team handled adaptation throughout the migration process, targeting no or minimal changes to existing code.
The two databases were deployed in multi-tenant mode, centrally storing and uniformly managing multiple information system databases. Permissions were segmented by user and role to achieve granular access control and resource isolation, with reserved capacity for onboarding future business systems.
Results
Completed the domestic database pilot deployment, validating the IT application innovation migration pathway.
Achieved low-cost, low-risk domestic database replacement.
Multi-tenant centralized storage improved resource utilization and management efficiency.
Data security and long-term service support were established.
