ID card reading, face comparison, fingerprint collection, electronic signatures, archiving… The rollout of the Jinmin Project’s nationwide marriage registration management system has elevated marriage registration to a new level of intelligence and convenience.
Beyond marriage registration, behind systems for social assistance, elderly care, charitable fundraising, child welfare, and other civil affairs informatization, the GBase database is steadily supporting the delivery of civil affairs services through documents and workflows.
This is a gratifying achievement of the first phase of the Jinmin Project. As a major initiative by the Ministry of Civil Affairs to comprehensively enhance civil affairs informatization and better fulfill its service functions, Phase I of the Jinmin Project adopted a “Four Horizontals and Four Verticals” architecture. Following a “platform + application” concept, it leverages a large platform to support large systems, aggregate big data, and deliver extensive services. Here, the platform refers to the Jinmin Project Application Support Platform, comprising development tools, foundational software, and support systems. Database software, as a key component of the foundational software on the application support platform, is responsible for data storage, aggregation, governance, and providing external data services.
The civil affairs system processes a large volume of population-related business data, requiring the database to have excellent scalability and performance. At the same time, the civil affairs system touches on many aspects of people’s social lives, so business continuity must be guaranteed, making database stability a top priority. Moreover, the database is closely tied to business support and data protection; therefore, high availability is also a critical requirement in the construction of the civil affairs information system.

Multiple compute nodes provide read/write capabilities, enhancing horizontal scalability. Dedicated storage devices improve data persistence reliability while reducing the impact of disk failures and recovery reconstruction on database services. The SSC technology fully leverages hardware performance to achieve optimal performance with the minimum number of compute nodes, saving hidden costs such as data center space, cooling, power, and O&M.
With the GBase 8s shared-storage SSC cluster solution, automatic failover occurs when a single node fails, requiring no manual intervention, ensuring business continuity.
