Project Significance
The Marine Integrated Database (Phase II) builds on the achievements of the Marine Environment Integrated Database (Phase I) and various thematic marine databases. Through integration and consolidation, it provides dynamic collection, processing, management, analysis, and sharing services for marine environmental, geospatial, and thematic data.
Architecture Design
The National Marine Integrated Database (Phase II) builds on the Phase I marine environment platform architecture—designed with a “multiple architectures supporting multiple applications” approach—and adopts a hybrid design model. The entire platform is logically structured from bottom to top into a foundational support platform layer, data resource layer, data management layer, and data application layer, as shown in the system technical architecture.

Foundational Support Layer: Comprises server resources, database server clusters, and storage resources, deployed respectively in the classified network, the marine private network, and the internet zone.
Data Resource Layer: This is the core component for integrating data from heterogeneous systems covering national marine geographic information, various thematic data, and marine environmental data. By adopting a unified set of standards for ocean big data collection, transmission, and transformation, it connects marine geographic and thematic source systems to the marine integrated database resource platform. It handles the collection, transmission, and synchronization of both structured and unstructured data, offering rich extraction modes—full/incremental, synchronous/asynchronous, scheduled/real-time, manual/automatic—to meet the extraction requirements of marine geographic and specialized business data. Data from multiple business systems is extracted, transformed, and loaded (ETL) into the marine integrated database, consolidating and integrating comprehensive marine data to form foundational marine geographic and thematic databases. On this basis, marine natural resource databases and marine comprehensive analysis databases are established, enabling seamless exchange and shared access of geographic and thematic data. Fine-grained, multi-cycle scheduling, updating, and management are performed, while the data collection process is monitored and governed. This provides standardized and unified marine natural resource data and comprehensive marine business data for upper-layer applications.
Data Management Layer: This layer manages marine environment inventory data, ETL scheduling, general data management, statistical analysis, and marine data assets. Leveraging the data management functions built in Phase I, it delivers unified management of the entire data lifecycle within the marine integrated database—including data lineage, data quality, data security, and data performance and auditing. It technically ensures effective coordination of all marine data, thereby improving the overall operational efficiency and security of the marine integrated database resource platform.
Data Application Layer: The data application layer provides two major categories of applications: marine integrated data monitoring and visualization, and data query and services. It enables monitoring and alerting for real-time marine data, as well as usage management, large-screen dashboards, statistical analysis, and query services for comprehensive marine data. It delivers unified, standardized data services to relevant departments for utilizing ocean big data.
Project Introduction
To achieve the construction of the National Marine Big Data Center, Phase II of the Comprehensive Marine Database will build upon the marine environment comprehensive database platform (Phase I) already established on the marine private network. It will expand database platforms to classified and internet networks, develop marine target and polar data systems, and aggregate marine-related data from relevant departments and industries along with marine information resources from international exchange and cooperation and online marine hotspot sentiment. Standard interfaces will be established with existing business databases covering economy, sea areas, islands, environmental protection, observation, and rights protection law enforcement, enabling gradual regular updates between these operational databases and the Comprehensive Marine Database. Through extraction, transformation, and integration of various marine data, it will unify the standard construction, collection, and processing of marine thematic data, forming the Comprehensive Marine Database and the Marine Natural Resources Database. Designed to meet the needs of national marine security, protection of marine rights and interests, integrated marine management, marine development and utilization, marine environmental understanding, marine ecological civilization, marine public services, and international cooperation, it provides support with marine big data information resources and application services, delivering comprehensive data services for marine natural resources, marine economic statistics, marine management, forecasting and disaster reduction, and rights and interests protection.
