Project Background


The Emergency Management Bureau of a municipality directly under the central government currently runs three business application systems: a Safety and Security IoT Online Monitoring Platform, an Online Monitoring and Early Warning System for Major Hazardous Chemical Sources, and an Emergency Management Law Enforcement Platform. However, a unified vertical data sharing and exchange platform among emergency management agencies at all levels has not been built, preventing effective system integration and the consolidation of basic information resources. As a result, large volumes of data remain underutilized and lack in-depth mining. Moreover, the absence of horizontal information sharing mechanisms with entities such as the water resources department, meteorological bureau, transportation commission, and public security bureau means that data analysis offers insufficient support for decision-making and management.


Requirements Analysis


The original business system, in its design and construction, could not meet the demands of current business growth. Additionally, its network connectivity, data exchange, technical architecture, and system design were not aligned with the overall planning requirements of the Emergency Management Bureau. The new project platform must capitalize on the Bureau's strengths in resource, process, and data integration.
