GBASE & E-Hualu Joint Solution: A New Path for Data-Empowered Urban Governance

2023-10-11

Modern urban governance is a complex undertaking. Traditional “management” mindsets can no longer effectively resolve the many contradictions and problems that arise during city development. Cities must embrace the philosophy of “governance” and leverage technologies such as big data, cloud computing, and artificial intelligence to pursue the path of the “smart city.” Amid this new wave of digitalization, GBASE has partnered with E-Hualu to deliver a joint solution built on the Urban Operations Management Platform. Combining both companies’ data strengths, the solution aggregates and orchestrates citywide data resources and, through a unified management approach, breaks down information silos across departments, turning data into a new engine for high-quality development.

Solution Overview

The Urban Operations Management Platform is the concrete realization of modern urban governance and centralized, unified management. Focusing on the core demands of city operations and the salient issues of community-level social governance, the platform follows an implementation pathway of “top-level design – mechanism formulation – platform building – system integration – intelligent upgrade.” It applies city-scale multi-dimensional data and various intelligent models to help city managers identify problems accurately and in a timely manner, align demands, assess situations, and prevent risks. This enables issues to be resolved at the lowest level at the earliest possible moment with minimal cost, creating a new urban management practice where a single event is handled efficiently through online-offline collaboration. The platform establishes an intelligent operating system characterized by cross-departmental scenario, event, business, and data collaboration, closed-loop handling, and holistic management.

The Urban Operations Management Platform is organized into five layers: infrastructure, perception, support, city operations platform, and scenario applications. Data storage is powered by the GBase 8s database. With its high availability, high performance, and strong security, GBase 8s supports multiple storage engines to meet business requirements across different scenarios. It is ideal for massive data volumes and high-concurrency environments, effectively addressing long storage and analysis times and data security risks in the context of voluminous, structurally complex urban governance data. The solution accelerates digital system convergence, business collaboration, information sharing, and data reuse. Centered on “efficiently handling every event,” the platform shifts the focus from “seeing” to “using,” building a governance network characterized by rapid response, comprehensive perception, intelligent assistance, and efficient collaboration, ultimately creating a digital urban governance platform that is efficient, precise, and smart.

Solution Benefits

Multi-Terminal, Multi-Scenario Visibility

The platform meets the daily needs of different users. Through large-screen displays, desktop PCs, and mobile mini-programs, it delivers tailored terminals for leadership, business staff, community workers, and the general public, creating an end-to-end business loop visible across multiple terminals and scenarios.

Intelligent and Easy-to-Use Event Classification

Based on event descriptions, semantic recognition algorithms, and an event dispatch logic model, the system automatically recommends the optimal assignment plan, using technology to assist decision-making and improving both event routing efficiency and dispatch accuracy.

Flexible System Administration Center

The system supports multi-level permission management, distinguishing access rights by business role. By granting modular and data permissions according to roles, data security is ensured and system usability is enhanced.

Convenient Event Workflow Engine

The event management platform covers event categorization, reporting, review, creation, task assignment, task handling, verification, and supervision/overdue reminders, achieving full-lifecycle closed-loop event handling from discovery to resolution and final verification.

One-Stop Unified Workspace

Users can access multiple systems with a single click from the application center, creating a one-stop working environment aligned with daily business needs.
