Background

The Hebei Business Legal Entity Database project, spearheaded by the Hebei Department of Industry and Information Technology and led by the Hebei Administration for Industry and Commerce, is a data exchange initiative for business legal entities. It aims to unify the collection and sharing of enterprise information across 19 departments — including industry and commerce, development and reform, safety supervision, and customs — and later extend to 40 other departments in line with the State Council’s implementation plan for centralized collection and public disclosure of enterprise-related government information. By consolidating enterprise information under each business name and making it publicly accessible, the project breaks down information silos, fosters inter-departmental data sharing, and lays the foundation for a comprehensive enterprise credit supervision platform.

Key Concerns

Once operational, the Hebei Business Legal Entity Database enables government agencies and public institutions to access a complete view of business information through data exchange — including industrial and commercial registration records, tax details, labor dispute records, environmental protection data, health and safety records, court judgments, and more. This fundamentally resolves the information asymmetry that previously existed among government bodies.

Implementation Requirements

The primary challenge in implementing the Hebei Business Legal Entity Database lies in data exchange between the core database and various departments. The internal databases of participating government agencies are heterogeneous (Oracle, MySQL, SQL Server, etc.), and the methods and standards for synchronizing data externally vary greatly. Some agencies ingest data into the front-end processor database directly via JDBC or ODBC; some only support data synchronization through Oracle DBlink; some rely on ETL tools; and others use custom data-bridging software provided by system integrators.

At the Hebei Administration for Industry and Commerce, initiate business by deploying the GBase8s database at both the initiating and core nodes, install the server-side of the data exchange platform (software), and place a front-end server at each commission or bureau. These front-end servers communicate over the government extranet. A database server and the client-side of the exchange platform are deployed on each front-end server. The Administration for Industry and Commerce's GBase8s core data is then transferred via the exchange platform to the front-end databases, from which the commissions and bureaus can retrieve the data.

For data to be shared by each commission or bureau, information is synchronized from their internal business network to the front-end database, where the exchange software completes the extraction of the shared data.

Operational Stability: This project involves the collection and processing of core business data from the Ministry of Industry and Information Technology, including business registration data, tax information, environmental protection information, court judgment data, and more. Nearly 50 data nodes have been deployed, with a total data volume approaching the terabyte level.

Outstanding Performance: The Hebei Province Legal Entity Database has accumulated over 20 million public records, with daily visits exceeding 6.7 million and expected to continue growing. Leveraging the excellent performance of GBase 8s, the system runs stably amid rapid business growth, laying a solid foundation for the National Enterprise Credit Information Publicity System (Hebei).

Flexible Data Sharing: The project enables data sharing of enterprise information among various government departments. By utilizing GBase 8s's core database, front-end processors, and ETL tools, it effectively eliminates information asymmetry, greatly helping to regulate and supervise corporate integrity.

Data Integration and Deterrence Against Dishonest Behavior: According to data from the GBase 8s database, since the platform went live, more than 100,000 market entities across the province have been placed on the list of abnormal business operations, and thousands of dishonest debtors have faced restrictions on holding positions, strongly deterring dishonest behavior.
