1. Project Background

To actively advance both theoretical research and practical innovation in deputy work and broaden the channels through which deputies fulfill their duties, the Standing Committee of the Baodi District People's Congress in Tianjin prioritized the orderly political participation of citizens and strongly promoted the development of a service platform for deputies' performance of duties.

2. Key Focus

The Standing Committee of the Baodi District People's Congress aimed to effectively implement the Law on Deputies through this service platform, enabling efficient operations and resolving issues such as information bottlenecks. More critically, it sought to achieve automated information management for the entire workflow of motions and suggestions, from submission, assignment, handling, review, and response to reminders and supervision.

3. Technical Requirements

The deputies' service platform serves as a collaboration and communication hub for deputies, the People's Congress, and administrative handling units. The platform demands high database stability and performance, requiring 24/7 operation. It must handle up to 200,000 database visits per day. The architecture requires multiple front-end content servers to access the backend database simultaneously with load balancing.

This project utilizes GBase 8s, a transactional database management system from General Data Technology Co., Ltd., ensuring secure and reliable system data. Its Dynamic Server Architecture (DSA) delivers superior data concurrency even in standalone operation, with stability well proven across multi-industry application cases.

The website system is composed of load balancing devices, web content servers, and the database. GBase 8s is deployed as a single instance, requiring high stability to meet the demands of reliable website operation.

The service platform for deputies of the Baodi District People’s Congress in Tianjin is a digital platform built with China-developed database software. It has established an electronic service system for the congress deputies' work, significantly improving the government's information release capabilities, and leveraging domestically developed core software to enhance the government’s image.
